Review of oral health care delivery systems proposed in the USA and UK for people with special needs

JY Leung, H Leonard, and L Slack-Smith

Abstract
Aim: To review the academic, peer-reviewed literature regarding oral health delivery system frameworks for people
with special needs. To effectively deliver dental services we must identify frameworks that integrate dentistry with
the complex array of services available for people with special needs.
Methods: Articles were identified by terms for special needs, dental services and health delivery systems. Articles
sourced were evaluated regarding suitability for inclusion.
Results: Electronic searching of Medline® yielded five English-language papers that met the inclusion criteria.
Delivery system frameworks are discussed in detail.
Conclusion: A range of recommendations for improving dental services for people with special needs is available
in the literature. However, there is a gap in the literature regarding oral health delivery system frameworks and
translation into practice. The lack of effective delivery systems may exacerbate the oral health equity gap.

Key words: Special needs, disability, dental care, oral health services, health care delivery
