In medicine, the concept of ‘persistent spenders’, or ‘super utilisers’ has been investigated for twenty years (Hirth et al.,
2015). Most recently, high profile studies on ways and means to control repeat hospital visits by super utilisers
have been conducted (Finkelstein et al., 2020). In dentistry, however, this concept has gone unexplored. There are
neither long-term studies nor new initiatives in the field of oral health addressing persistently high spenders with
regard to their use, or perhaps overutilisation of dental services. Equally important, programmes have not been
developed that would aim to manage the oral healthcare burden caused by this subpopulation of dental patients
within the oral healthcare system.
